Government Relations & Public Outreach

Penny Judd served in Legislative Affairs at the Office of Management & Budget and The White House prior to joining the Tennessee Valley Authority. At TVA, she served as the government relations liaison for TVA's operational headquarters in Chattanooga, Watts Bar and Sequoyah Nuclear Plants along with 11 hydroelectric power plants. She served as the lead for public officials in the Southeast Region on energy, environmental, and economic development projects. Her federal project experience includes Watts Bar Nuclear Unit 2 Construction, Blue Ridge Dam Rehabilitation Project, Mountain Reservoirs Land Management Plan, and Boone Dam Project. In this role, she provided strategic counsel to TVA executives on key issues and represented TVA at countless public meetings engaging with the public, customers, and key stakeholders.

Public Policy Forums & High-Level Events

Serving in Legislative Affairs at The White House, Judd managed Congressional events and engagements for President George W. Bush. Her Congressional liaison role included legislative bill signings and briefings; State Funeral for President Ronald W. Reagan; 2005 Presidential Inauguration; and 2005 State of the Union Address. She also served as Trip Coordinator for U.S. Secretary of Labor Elaine Chao. She led TVA's international visitors program hosting government & energy industry delegations at TVA power plants. She has also executed numerous political forums through her experience at the National Republican Senatorial Committee, Bush-Cheney 2000 Campaign, and Tennessee Republican Party.

Community Relations

Penny Judd led TVA's Community Relations building awareness of TVA's business and operations and overseeing monetary and in-kind community investments in the areas of education, human services, and civic-business partnerships. In this role, she worked to develop strategic partnerships aligned with TVA's business objectives and local needs in the community.  Through this effort, TVA launched a philanthropic focus on science, technology, engineering, and math (STEM) partnering with adopted K-12 schools, community colleges & universities, non-profits, and other community partners.  She was also the designated lead for the Combined Federal Campaign, which raised over $2 million annually across the Tennessee Valley region. From the volunteerism perspective, Judd managed TVA Storm Clean Up Day in May 2011 including 1100 volunteers on 81 teams in six states.

She has served as Vice-Chair of Women's Leadership for Nashville CABLE. In this role, she led the women's leadership development cluster including Women on Corporate Boards and Executive Leadership Academy. Her community involvement has also included Leadership Nashville, Leadership Chattanooga and leadership roles with Habitat for Humanity of Tennessee, Tennessee Prayer Breakfast, Tennessee Tech University Alumni Association, and Imagination Library of Middle Tennessee.
