Penny Grace Judd

Penny Judd serves as President of PennAvenue Strategies. Over the past 20 years, she has served in community and government relations roles with appointments to The White House, Office of Management and Budget, and U.S. Department of Labor.

PennAvenue Strategies was founded to serve clients with building partnerships and advancing key projects and initiatives. Judd has a passion for strategic projects that strengthen the economic vitality of the U.S. and enhance the quality of life in our communities. It is a pleasure to work with clients on leadership initiatives, government and community relations, and cross-sector partnerships.

Judd led Community Relations for the Tennessee Valley Authority, our nation's largest public utility, focusing on corporate philanthropy and public outreach for energy, environmental, and economic development projects. Judd has also served in government relations roles and led high-level strategic projects at both the campaign and administrative levels.

Judd is an alum of Leadership Nashville and Leadership Chattanooga. She serves as Chair of the Habitat for Humanity of Tennessee Board of Directors and previously served as Chair of the Tennessee Prayer Breakfast.

In 2015, Governor Bill Haslam appointed Judd to represent Tennesseans on the Tennessee Department of Health's Board of Osteopathic Examination; and she represents Tennessee on the Interstate Medical Licensure Compact Commission. She was selected for Harvard Business School’s inaugural Young American Leaders Program through the U.S. Competitiveness Project.

Judd graduated with a B.S. in English Journalism from Tennessee Tech University and serves on the Tennessee Tech Alumni Association Board and also completed TVA’s Leadership Management Program from Vanderbilt Owen Graduate School of Management.
